A young impoverished orphan is adopted by a criminal. The boy grows up to become Mangal (Rajesh Khanna), a hardened criminal who gets captured and is sentenced to death for committing a felony. Mangal manages to escape from prison and lands up in a small village in North India. He takes on the identity of Ramu and lives with Shravan's (Vijay Arora) parents, not knowing that they are in fact the parents of a man he had killed while escaping from police. Hoping to start afresh, he starts teaching at a school and falls in love with a restaurant owner, Bijli (Mumtaz). But with police on his trail, Mangal can't escape his past so easily. What will happen when the old couple and Mangal realize how a tragedy connects them?
